President Trump demurred on sending the National Guard to Chicago for crime control because of the problem of Chicago lawyers sending tsunamis of lawsuits. In effect, Chicago can micromanage foreign policy by shielding illegal foreign residents from contact with, and deportation by federal law enforcement officials.

Chicago and Illinois are advancing anti-federal policy for state's rights, as is California and the Mexican government surrogate governing California. Not since the civil war have state's rights over federal rights been a solid Democratic party policy. The next Democrat President could be another Jefferson Davis fighting for under the table cheap labor in lieu of slaves. Some Democrats may be excited enough about state's rights to tell federal officials to go kick bricks as to shoot Republicans speaking out against Democrat party planks with anti-pathetic rhetoric.
Chicago and California are making progress toward becoming part of Mexico, demonstrating the viability a two-state final solution.
