One must look ahead. One should also use linear electro-magnetic accelerators for launching modules from Earth to space over a 100 mile long track. A dummy front ship would serve as a heat shield until reaching orbit. Alternatively one could just use chem rockets and wait until some Chinese entrepreneur with state financing decides to make space transport innovations great again.
