One Solution for Japanese-China Island Dispute

The next President will have to deal with the Japan-China Island dispute. Japan traditionally defeated China in offshore naval battles and probably still would do so except for their non-nuclear, self-defense force posture taken up after losing the Second World War. China on the other hand, is swelling with increased wealth and power and desires control of some offshore islands of zero human population hence they harass the Japanese Coast Guard etc.
There is a good non-military solution for this sort of thing. A global ecosphere conservancy should take control of any islands and surrounding ocean-floor land with disputed title and make a no-fishing or commercial use marine recovery sanctuary of them. What happens otherwise is that the human population harvests to death any natural resources and contributes to the decline and death of marine ecosphere species diversity and plenty.
Without numerous marine sanctuaries their is no place for small fish and sea creatures to grow large. If there are sanctuaries then the fishing is better outside those commercial areas.
The next President should instead of just militarily reinforcing our Japanese ally propose that a U.N. ecosphere conservancy be established to bring green peace and social tranquility to hotly contested island possessions.
