Real ID for Homeless Vets via Fingerprints

 Since there are millions of homeless Americans- they are always undercounted since many don't loiter in places where they could be counted, the federal Real ID program should be upgraded to let some of those document challenged persons qualify with fingerprints. 

There are substantial challenges for many of the homeless including some veterans in keeping documents together. A lost wallet can mean no legal employment with cash and theory to begin the mission of document target acquisition. Many cannot afford to pursue the documents they need (sometimes across several states) to qualify for Real ID. U.S. military personnel are fingerprinted at some point so Real ID could use some sort of fingerprint database for the homeless to have their's scanned and voila- Real ID. Homeless veterans should not need to pay for a Real ID to travel on an aircraft should they decide to shower, launder and get a seat.
